I do have a Resource.cfg file in the folder, but I did not make a copy of my user data before I got rid of the CC. While downloading cc I got a couple lots and seen that they had to go in the tray folder, I put them there and when I did I had stuff in there already. When I went back to get rid of it I deleted everything in the tray folder, and later on did research and someone said that you should not delete anything in the tray folder. I’m not sure if this is why everything is messed up. But I think it’s too late to get the files back. At this point I’m just ready to start completely over. Do you know if things will go back to normal if I uninstall the game and start completely over?

Your tray folder contains all your lots and all your Sims. Since you deleted everything you can not play any of your current saves but will have to start a new game. Rightclick the game in Origin and select repair.
In the future if you have downloaded a lot that you later want to delete open your library and delete it from there. That will get rid of all relevant files.

Thank you for your response. As for the build mode cc issue, do you know what could be causing this? All other cc is okay. But when I download new build mode cc and try to put it into my game, the old build mode cc continues to show up and the new cc does not.
