@ItootFoDayz First of all, your C drive is running low on storage. So try to clear at least another 10 GB for the overall health of your system.
For the game itself, please restart your computer, open the Task Manager, and let me know how much RAM the system is using before you open any programs. It's possible that this issue is partially or entirely due to your computer not having enough memory to run Sims 4 without lag.
Finally, your dxdiag lists a number of errors related to your graphics driver. I'd like to see whether HP offers a new driver, which would make things easier, but I can't find the download page for your particular laptop from the info in your dxdiag. So please go here:
