My sims custom content is coming up as a note pad what to i do!?

This happens because you at a point tried to open it with Notepad. You can reset Default Apps (Google it) however there are no need to as it has no influence on how they work.

Somehow the .package files became associated with Notepad. There are ways to un-do this, but how you do it depends on what version of Windows you are running.
