My sims game screen starts glitching whenever I open another tab on top of it

Alright so, to explain the whole situation:

I tried to open the EA app and it didn't work, so I went to Steam, which is linked to my EA Account and it was saying that the game is running, which made no sense since I hadn't even opened the EA app yet.

I restarted my laptop thinking that it would fix the issue but it said that there's a Windows update  for the Laptop, so I downloaded said update.  This glitch only happens when in fullscreen or windowed fullscreen.

Whenever I press the windows key, which opens the Start menu , switch tabs or place ANY type of window on top of the sims screen, the game's screen glitches.

I've also tried starting the game in vanilla because I thought that some mods could cause this, but they do not.

I've tried repairing the game or deleting the cache but that also doesn't seem to be related to the issue.

Has this also happened to someone before? How do I fix this?

    ZaedaxYT  Please update your graphics driver, if you know how to do that.  If you don't, or it doesn't help, please provide a dxdiag.  Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop.  From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
