My sims just stay still and proceed to do nothing

My sims just do nothing when i give them a command they stay still and remain doing nothing I fast forward it and still they do nothing I resetted my computer and I still have the same problem. what ...

I was able to make a new game and build but when I try to save it took a long time to save

  @kangaroo1844 Please try pausing OneDrive syncing, if OneDrive is running at all. Right-click the cloud icon in the lower-right corner of the screen to see the option. Then repeat the test.
  
  I would also like to see a dxdiag.
