as of recently when ever i have tried to close sims4 (via pressing the three dots in the right top corner and pressing exit game) the game will not close, it stays on the screen you would usually see right before the game closes and the only way fro me to get it off that screen is to completely turn of my PC

did you try repairing the game through Origin yet ?
Also are you using any custom content or mods in your game ?
The new update made some mods and custom content become out of date.
Have you tried moving moving the mods folder to the desktop and deleting your game cache to help with troubleshooting. If it loads okay, it may be that some of the mods/cc have become outdated.
Disabling or turning off both mod/cc options isn't enough of a test.

custom content and mods get outdated with patches and they need updating.
Please remove everything and test if it then works. If it does, you need to narrow down which mods are causing the issue for you.
