My toddler can't talk to children or other toddlers

Question

My toddler can talk to adults, but not other toddlers or children. Do they have to be a certain level with the communication skill?

I don't think so. They should be able to talk to all age groups (except babies but those are objects so that's different)&nbsp;

Are you using mods in your game ? &nbsp;If so, please remove them
