Needs TLC lot trait questions

hi.

i have been playing around with the Needs TLC trait in my apartment and i have to say its quite a fun trait to mess around with.

but i have some problems.

the placement of the electric box and the water pipes in the only 2 apartments with the trait are just really ugly.

also i know that the trait is just only special for 2 lots, but i would really like in future to be able to move the boxes and pipes and maybe add the trait to some other apartments.

like the jasmine suites apartment imo would be a nice needs TLC apartment. 

so.. what do we need to achieve this? 

do we need some modder to create a mod to add / remove unremovable traits and unlock the pipes and electricity box in build/buy?

i think it'd be really nice.
