It sounds as though you're talking about the "missing" whims?
They now have given us an off/on switch in the gameplay tab. It's turned off by default. So you'll need to load a save and then go to Options > Gameplay and turn on Whims.
I do have the whims turned off since I don’t care much for them, but those work just fine. I mean the little moodlets that describe how your sim is feeling, what is making them happy or sad, etc.
