Not able to change a penthouse lot into a rental residential

I was trying to make a appartment complex on the 20x20 penthouse lot in Ciudad Enamorada and I can change the lot type, but when I go back to manage worlds I go into a never ending loadingscreen. I tested it with other lottypes, and those were fine. And I tested the rental residential on other lots, which were also fine. I removed my mods, but even that didn't seem to fix the issue. I added the last exeption files, if that helps.
