NPC Characters Have Every Trait

Whenever my Sims interact with someone from outside the household, the other Sim's information panel says that they have around 20 traits, which makes developing relationships difficult as they may be both Good and Evil, or Unromantic and Romantic. This happens even with families I have created myself.
