Parent of adopted baby auto-cancels all actions to care for baby from queue

There were no other sims at the bassinet and the mum does not wave. None of the sims seem to react at all when the baby cries, which is why I was manually trying to intervene and queue actions for the mother but they get an X through them and disappear from queue.
