"Pile of Discarded Food" appearing constantly

Steps: How can we find the bug ourselves? I don't know
What happens when the bug occurs? Every few seconds - few minutes a "discarded pile of food" randomly appears on the floor. A quick google search tells me this is done by toddlers throwing their food from their high chairs, but I've never used a high chair and my household has no toddlers, never had toddlers. The household consists of 2 adult sims and their cat. I thought it might be the cat, but it occurs whether or not the cat is even on the floor or even in the house.
What do you expect to see? No pile of discarded food

Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. The last patch with stairs, but it didn't start immediately after. I've tried with mods turned off; still happens.
I hope this screenshot is okay. This time the random pile appeared nowhere near the bin, and when it appeared, the cat was on her way down the stairs so she can't have been responsible.
I don't think the patch caused this, it's only been happening today, though rather frequently and only within the flat. I've had them go to other lots (cat included) and it's not happened anywhere else.
Edit: I've noticed other problems;
One of my sims has a high handiness skill, but despite that, the option to repair the TV did not appear (but apparently did for the non-playable friend they had over). You don't need a high handiness skill for it to appear or anything extra, I expect to see that option.
More problematic is that although my sims are married and have an almost-full romance bar, there's no option to do any romance interaction other than serenade and any woohoo item (such as the bed or the telescope) did not show the woohoo option.
I am currently repairing my game, hopefully that will solve my issues
