You can pick them up and recycle them or fertilize plants with them.
It might be connected to this bug report on trash piles spawning in inventory:

Perhaps take note on in which circumstance it happens? Does the lot have the lot trait Reduce and Recycle?
I only see them in sim's personal inventory, and often after they dumpster dive which gives an intentional impression..
