Poor sims don't count as poor when not on their home lot

What expansions, game packs, and stuff packs do you have installed? Cats and dogs, discover university, eco-lifestyle, island living, seasons, get to work, get together, dine out, dream home decorator, luxury party stuff
Steps: How can we find the bug ourselves? 1. move a household into a lot 2. get the household's net worth to be under 10,000 simoleons 3. go to another lot 4. try to start a club with the financial status, poor 5. fail. optional 6. go home to start the club, with the poor financial status requirement 7. go to a different lot after starting the club. 8. get kicked out of the club for going into a different financial status range
What happens when the bug occurs? I cannot be in or create a club, because when on a lot that is not your home, you become part of the middle class
What do you expect to see? Poor sims should be able to be a part of the lower class when not at their home, instead of the middle class
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
Wish this happened in real life.
- @pupco1 I tested this with a Sim and was able to create a club for my Sim with no money on a few lots I tried. Also a club gathering after making one at home. All worked.
Am I missing a step ? I tried other residential lots as well as a few community lots.
