Poor sims don't count as poor when not on their home lot

@pupco1 I tested this with a Sim and was able to create a club for my Sim with no money on a few lots I tried. Also a club gathering after making one at home. All worked.

Am I missing a step ? I tried other residential lots as well as a few community lots.

Did you test this without mods installed ?

@crinrict Huh, after I turned off all mods and repaired the game many times, it got fixed! I don't know what mod did that or if my game was broken but thank you!
