i already try that didn't work though

Sometimes you need to launch the game a couple of times for a pack to be properly recognized as downloaded. I don't know why, but it's happened to me before. But if you've tried a few times and Island Living is still not appearing, please go to your Origin library, click on the Sims 4 icon, select More > Expansion Packs, and scroll to where Island Living is listed. If the button says Download, press it.
If it says Details and that the pack is already installed, quit Origin, then find the program files for IL. By default, the install path is:
Program Files (x86)\Origin Games\The Sims 4
Find the folder labeled EP07 (Island Living is the seventh expansion pack), and trash it. Then clear Origin's cache again and see if you can download IL. If not, try repairing the game again. And be sure to launch it a couple of times afterwards.
