Looks like you have a dual graphics card system.
Make sure the game runs on the card and not the chip: http://sims4.crinrict.com/en/2014/09/graphics-cardintel-chip-dual-systems/

And the Nvidia drivers are updated ? That doesn't show in your DxDiag since it only shows full info on the Chip

There's a few people having issues with this error although they have a card that's adequate. I'm unsure what's going on.
- Did it never work for you ?
- If not, what made it stop working ?
Last idea I have to uninstall the Nvidia drivers and reinstall them.

Did you see my suggestion to uninstall the drivers and reinstall them ?
(not install over but uninstall them first)
EDIT: Could you also try what happens if you start the game through the Nvidia Experience. Sims 4 should be listed there now.

I manage to get sims 4 to work through nvidia experience.
