@Jake71887  Unfortunately, Sims 4 packs are not eligible for refunds.  They're among the DLC excluded in EA's great game guarantee, described here:

You can certainly ask; just don't expect anyone to grant a refund or even an exchange.

Please don't dispute the charge with your bank.  The likely outcome is that EA will block your account entirely: it's against terms of service to rescind payment after the fact.  You might be able to get your account unblocked again, but there's no guarantee, and you'd have to jump through hoops with EA customer support to make it happen.

For what it's worth, I think most of the problems with City Living are due to the world of San Myshuno itself.  While the point of the pack in large part is living in the city, you could still get some benefit from having your sims live elsewhere and visit on occasion.  And I also know that some apartments are worse to play in than others, so you could experiment with moving your sims to different locations and see if you get better results.
