@myloweeps When you've installed the Sims 4 base game through Steam, you need to launch it through Steam. What you should be able to do is download your EA App-owned packs into your Steam install; this is how it worked with Origin. If you view your game library and click the Sims 4 icon, you should see a button for DLC; click that and try to download your other packs.
If you can't get this to work in the EA App, you can always reinstall Origin:
