In Build mode search for "Family portrait". It is under Paintings and Posters.

I've tried, Its not there.
I've searched several times for it both before and after repairing the game and reinstalling the game, but it doesn't show up ☹️ The only thing I can suggest is to contact Support. https://help.ea.com/en/contact-us/?product=the-sims-4&platform=pc&category=technical-support

To Contact support was my first thought, but they couldn't help me :-/ It is tied to your account so provided you haven't logged in to another account it should be there.
