Hi Crin. I wanted to report I'm having the same issue with the detective career going to the world map after issuing APB. In my case, it looks mod related. As soon as I took out the mod, the zone loaded but there was no suspect to arrest.

Crinrict, I still haven't had any luck with my game yet. No one at EA games has replied to me or offered any advise as to if it will be fixed. I am still being returned to the map loading screen. ☹️ Do you have any solutions to this problem? I wrote to you a few weeks ago about it. I really don't want to lose any of my games - I put a lot of work into it.

EA is probably working on a fix but there's no way of telling when it will be applied to the game. If I remember correctly, they were able to duplicate your issue, right ? If so, there's nothing else you can do but wait.
Just start a fresh save meanwhile and keep the current one at a safe place until they fix it. I haven't found any workarounds in your case.Maxis usually doesn't do individual support and EA Support won't be able to help with your case as it's something the devs will need to fix in a patch. So you'll have to wait for the next patch and check if it's then works. This won't be happening for a while as they are all out for Xmas break and I don't know any eta's on the next patch. There's bound to be one in January but there's still no guarantees your issue will be fixed.
I wished I had better news but for now, all you can do is start a new game.
