Go to Documents/ElectronicArts - inside will be The Sims4 folder
Step 1. Rename The Sims4 folder to "The Sims4 old"
Step 2. Try to turn on the game. If you will able to launch the game a new game folder will be created and you will have two - one old, one new
Step 3. Start a game with random sim, play 3 minutes, save and quit the game. Then, check if you can open this new save without a problem.
If the problem disappeared
Step 4. Delete in the new game folder following folders:
"saves" and Tray
Step 5. Go to "The Sims 4 old" folder and copy - your "saves " folder.
Step. 5. Paste this folder in a newly created game folder.
Step 6. Do the same with Tray folder (your library) and TrayDeleteItems file.
Then, check if the game works properly with your old save and library
Step. 7. If all is OK - delete The Sims4 old folder. Now you will have only one game folder without errors
(You have empty mods folder as you wrote, so I will not give you instructions on what to do with mods and CC, because you don't need it)
If it will not work it means that i isn't the game issue but some problem with your computer.
