@jackybrownsteen The fill empty homes doesn't effect NPC spawning. NPCs spawn to fill roles, there' no way to turn that off. They should however not move into houses on their own.

For the aging:

Do you play rotationally or just a single family ?

Unplayed Sims are that show as unplayed in your household manager (plumbob gives you the indication if they're played or not)

Could you maybe add as screenshot of your setting ?
