I am having the same issue. I renamed the folder and re-entered the game and nothing changed. My cursor is the only thing that is super tiny and everything else is just a little smaller than normal. Can you simplify the steps to make sure i am not missing something?
Also tried resetting the settings as described and still nothing

Hi @XEmilyRoseXSims,
Could you tell us which is the resolution of your monitor? Also, if you are not playing in a laptop, do you know the model of your monitor?
If you can take a photograph or screenshot of the game so we can see exactly what you are seing, that might also help 😉

4k res on a laptop, i have windows 10, 64-bit system type. I ended up having a problem with origin as well which was the title bar being super tiny, but I ended up reinstalling it and the problem went away. I can't say the same for the sims 4. I also can't "save and exit" it only saves when i do that. I have to hit "save" then "exit game." When I reinstalled the sims 4 i first did the base game, opened it, then it told me it was downloading the rest of my packs and to click F1 to see it downloading then origin crashed giving my a tiny origin crash report screen and I ended up restarting origin. Origin is fine, and game has the cursor problem again.
I feel like the Sims 4 just has issues with Windows 10 and needs a patch.
It is like the cursor doesn't sync up with the screen when i change what kind of screen it is in. Everything else fits to size and the cursor doesn't revert back like it is built on a different layer.
