Right, so I restarted my laptop.
Then I went to task manager and ended Origin, as well as one other file that had "client" in it. I double checked it and no files to do with TS4 or Origin. I then went and opened Origin as an admin. Then I went to the Sims 4, repaired the game. Clicked update and it still says "Folder in Use".
I'm sooo confused..

It is. Does it say which folder is in use ? The Origin one or the Sims one ?

It only says "Origin is currently using that folder for another operation.". Just like before.

When you uninstalled Origin, did you check if any files got left over ?
Here's instruction for manual deleting the files: https://help.ea.com/article/manually-uninstalling-origin
Try if you can delete all the files or if you get the same error message (folder in use)

Ok, so I followed every step accurately and managed to completely delete Origin. I then downloaded Origin again from EA's official site. After it downloaded, I restarted my PC. When it loaded up I got task manager up and ended Origin. I then disabled my anti virus and firewall. AND I then ran Origin as an admin. Repaired The Sims 4 again and pressed update with my fingers crossed. This showed up http://prntscr.com/541v6i
Same result. Then it started veryfying files, but when it got to 100% it just stopped and a message popped up saying "Download has Failed". And that's it. Is there any other solution? I will keep trying :/

Did you reinstall Sims yet (sorry, can't remember what you've tried).
Same manually delete everything.

What the actual Plumbob. I followed the steps and moved my Sims 4 folder to another location. Then I clicked download and it said "Folder in Use". So I can't download it again. Does that mean I have to do it manually? I'm worried about the glitch where when you enter the game code it will tell you that it is already used.
Sooo... what do I do? :?

I have no idea.
You had no issue moving the Sims 4 folder right ? I wonder what folder is in use.
My recommondation, contact a EA game advisor and have them help you step by step over the phone.

Waaait a second. Guess what I just tried. I moved the Sims 4 folder back to the Program Data folder. And I was able to open Sims 4. But I don't think it's updated because I couldn't find any pools in my game or anything. Only in the library. And I have no option to update the game now. I can't even press play from Origin, only from my desktop.
