Cars were removed from The Sims 4 since they are not needed. Since the Open World is gone, there's not really need for cars to travel. If you want to travel to another lot or venue, simply click the phone icon on the UI and click Travel... or Travel With...
I think there's no information or confirmation about a return for cars/vehicles in either an expansion pack, stuff pack or DLC. But you can see cars go around the loaded neighborhood.
