@nadineabdoun This computer is okay for Sims 4, not great. It is absolutely not a gaming PC no matter what its advertising says, and it could probably only manage high graphics settings at best even if you didn't have any custom content installed. More importantly though, it doesn't have enough storage to hold your 400 GB of custom content—its internal drive is only 500 GB, and Windows will take about 25 of that, with Sims 4 itself requiring ~60 GB with all current packs.
I would also say that whether this particular mini PC is a good purchase in general depends entirely on its price. You could get a laptop with mostly the same hardware for about $550 U.S., a little more in other countries, maybe a little less during sales, and you wouldn't need to buy a separate monitor.
Further, trying to load 400 GB of custom content is going to take a very long time on even the fastest computer. You can help this somewhat by suppressing the mods/cc pop-up at the Main Menu, but this much content will always be a problem. It might be best to cut down your collection to what you're actually using at present, keeping other files elsewhere on your computer.
Alternately, if you have multiple types of themed content (e.g. medieval, fantasy, current/realistic) for saves with different themes, you could create one user folder per theme and separate out the cc accordingly. It's easy to switch between user folders; it only requires renaming them as appropriate. That way you could keep all your cc but cut down on how much gets loaded any given time you want to play.
