@Thebumishpotato The idea here is that OneDrive is the source of the problem, in one of two ways. One is that OneDrive has synced a copy of the Mods folder and keeps downloading it, or a file inside it, every time you move or delete the folder or a file inside. The easy way to confirm this is to see whether the files or folder you deleted or moved is back afterwards.
The other issue is that you could be looking at the "wrong" folder, as in, not the one the game is reading. You might have opened the OneDrive version of Documents, and the game is reading the one in Users > your username > Documents; or you could have opened the latter, and the game is reading Users > your username > OneDrive > Documents (or similar).
Here, what you need to do is manually check each location. Open a File Explorer window and click OneDrive in the left panel, then look for any Sims 4 content inside. Then click This PC in the left panel and open Users > your username > Documents. If you find a Mods folder in either location, get rid of it and see what happens.
There is another way to get around OneDrive, but first, I'd need to know the default location for Documents—you may need to change it before doing anything else. Open a File Explorer window and right-click on the Documents entry in the left panel, then select Properties > Location. Please list the full file path of the location you see. You can write [username] instead of your actual username if you want, but leave the rest of the file path intact.
