Go ahead and move your mods folder to the desktop, clear your game cache again to help with troubleshooting. Try playing the game again to test. If it loads okay, it may be that some of the mods/cc have become outdated.
Even if you don't have any mods/cc in your game try clearing the cache files.

If the above doesn't work, you might try a factory reset of Sims 4.

Move the Sims 4 folder from the Electronic Arts folder to the desktop, for testing purposes and to backup your Sims 4 files.
[Go to C:\Users\Username\Documents\Electronic Arts\ and click on the The Sims 4 folder, select Cut and paste it to the desktop.]
Run the game, start a new game save without mods or other saves, to see if the issue remains.
If all goes well with a new game. Copy your old saved games from the Sims 4 folder on your desktop to the new Sims 4 folder in [C:\Users\Username\Documents\Electronic Arts\The Sims 4].
Try playing one of the older saved games. If that goes okay, start to put back the other files and folders. (list of files and folders below).
- Options.ini (User game settings)
- Tray Folder (Sims/Houses/Commercial lots and rooms)
- Screenshots/Videos/Custom music
- Rest of the save games, if any.
(leave out slot_00000001.save which is the autosave. It is not used anymore.)
- Custom content like clothing, hair, skins, makeup
- Mods (Put these back one by one to make sure they all still work)
