Have you ever gotten a solution to this problem? I don't usually adopt children, but today I am trying to do so, and cannot find the option. I also bought multiple computers (Maxis created AND Custom Content) and still nothing.

Are you using any mods in your game ? If so, check if those are still compatible with the game.
