The problem was not the sound driver. After reviewing the sound setup in my system I noticed it was set to quad. When I changed the sound setup in SIMS 4 to quad it worked.

@fixxicat I don't think you have the same issue as the person in this topic. The solution seems very specific.

The sound was much better on quad option then stereo option..

- @HDBigThinker mine was set to stereo and it still wasn't working but it was working outside of the game
