Are you sure it wasn't one of the vendors already in the Park by default?
The event does not take place precisely in the park, but in a neighboring area (as you see in the photo). At 12 o'clock the vendors will start to arrive and there will be some tents to rest, then the artists will arrive on stage.

Hi again, I took out my mods, deleted cache etc and repaired my game. Still no go
@kow375 Please clear Origin's cache:

and repair the game again: sometimes the first repair doesn't work, maybe because it uses stale data.
If that doesn't help, please test in a new save, still with no mods or custom content. Let me know whether the new sim has the expected options.
