Im sorry that it didn't work that really sucks Ill keep an eye out for another solution

Update:
We've been digging into the DLC download issue, and together with our teams and the solutions that are shared in this thread, we've managed to uncover a few possible causes and workarounds.Please check the following:- Make sure your bank account has enough funds for the purchase. If it's running low, the purchase might fail, and that means the DLC won't show up correctly in your account, leading to this download problem.
- Check that your billing info is up to date.
- If your order seems stuck on "Processing", consider cancelling it and purchasing it again. But before you do, double-check those funds in your bank account.
- If you can't cancel your order online, check if you can cancel it by contacting the Support Team via this link.
- If you've got an order marked as "Completed" or "Fulfilled" in your Order History but the download is still acting up, please perform the following steps:
- Restart your computer,
- Open up the EA app and look for the "Home" button in the top-left corner,
- Find the Horse Ranch Expansion banner and click on "Get the Game,"
- The option to download the DLC should appear.
- For Origin for Mac users, please perform the following steps:
- Head over to the Origin settings and enable "Automatic Game Updates,"
- Restart Origin,
- Origin should now start the download of the DLC.

I don’t have Twitter either so I am not sure how I am suppose to keep up with the update!
I play on windows 10 PC.
I bought Horse Ranch through the EA app.
I received a receipt for the purchase in my email. Of note, while I purchased the game around 8:15pm CST July 20th, the receipt is dated for the 21st of July.
According to the EA app, I still need to purchase the game. And there is no download/install option or button for Horse Ranch.
When I started the game for the first time after purchase, I received a message in game that expansion content was being downloaded and that I would be notified once it was available. However, the content was never made available.
When I logged on to my account on ea.com, it shows my purchase of Horse Ranch (also with a date of July 21st) as completed.
I have restarted the EA app.
I have cleared the cache in the EA app.
I have restarted my computer.
I ran a repair on the EA app.
I restarted the game. This time, I was not given a message of 'expansion content in downloading/installing and you will be notified once available'. With the game running, I looked at the expansions/game packs/stuff packs/kits that are listed as owned. The game shows that I own Horse Ranch.
While playing a household in game, the Horse Ranch content tab is grayed out (when sorting by pack).
Below is the error report code from the repair:

Still nothing.
I have uninstalled and reinstalled the EA App and The SIms 4 multiple times, restarted my computer, even tried going through Steam. I have confirmed both in my order history page and via live chat with an EA Helpdesk person that my purchase went through. However, I still do not have an option to download - I still have a "purchase" button and no one has been able to provide a way to fix that. This is the first expansion I've pre-ordered in a long time, and it very well might be the last if this is how these things normally go.

It is still not working! It is completely ridiulous! There is a downloadbutton but it is not working! For none of us who preordered the DLC. It is not a billing problem or something else.

Installing Origin worked for me too. I just left it alone until Horse Ranch was installed, and then "upgraded" to the EA app as prompted. It works - it really works - WOOHOO!!
- @lecras Only works if yours were stuck on downloading. I sadly never got that option, lol. Mine just tells me to purchase it.

Nope, didn't work. Why is it showing that I own it when I open the actual game but not in the app?
Also, main issue here really - why do we no longer get game codes in our email receipts? If you just gave us them there, we could "redeem code" and add the game that way instead of having these issues all the time.
I purchased from CDKeys and when I applied the code a day before it was released it was accepted. If I start the game it says I already own the pack but won’t give me an option to download it. The EA App shows I still need to purchase it when I already redeemed my code. I’ve never had a problem redeeming codes from CDKeys in the past. I really hope they fix this soon because I was really looking forward to playing this just like everyone else. Hopefully they figure it out today…
I have completed all those steps to get the game to downloads and still nothing happens. i have even repaired game and uninstalled ea app and re installed it but still i can not get it to download.

- @king4510411 darn doesn't look like this will work for me since i play the sims from steam and not EA to make it easier on my steam deck
My game has finally downloaded, but in game it will not let me play in the world. I get a white screen every time i try and select the new world and my game won't go any further. Any ideas on how to fix that.

I pre ordered Horse Ranch yesterday, and nothing is coming up to allow me to download the expansion. I have done everything that has been suggested. Restarted my PC and the EA app. I even booted up the game and its saying that I own the pack just that I can't download it to play it. I have checked my bank statements and purchase history and it all says that the transaction was completed. This is the 3rd time a new expansion has come out and no one can play it on release, what is the point of pre order when it never works?

Downloading Origin worked for me! It still says in the EA app I need to purchase it but when I launched the game the content is there and playable now. Just let Origin do it's thing in the background and then I restarted my PC, and launched Sims 4
