In my experience he needs to be in a focus emotion for the option to show up.

He was not, I will get him in a focused mood and try again later. When I was searching to see if I had been missing something about getting SftT to show up, the mood was never mentioned, only that it became available after level 7 between 8:30p and 7a.
Yep, it was the never-discussed mood. Put him in the focus-room and got all three night options for the observatory at night.
I actually had the option even during the day once. Not sure if it's a bug, tbh.
