Custom addons you download and put in the Mods folder.

Usually located here: Documents\Electronic Arts\The Sims 4\Mods

If there are any you just remove them from there. Do not delete resource.cfg from that folder.

There is a known problem with toddlers if they are aged up by a cheat or in CAS instead of the proper way with a cake. Leading to the problem you described with a child/teenager/adult acting like a toddler.

There is no mods in that folder besides resource.cfg and my Sims are still frozen.
