I'm having the same situation, Sims cannot pickup pets their sim body will go to a T form and the action is cancelled. 

another main issue is the Sims cannot go inside their homes, I took out the item they are showing me blocking the action but they show me a bubble with a X path and wave their hands around like something its on their way but there is nothing obstructing the path.

adoptions cannot be finalized as well.

I repaired the game, took out mods, clean out saves, empty screenshots etc, and it broke on Friday as well as a matter of fact. 

I also repaired the mods folder with S4S and it said over 700+ cc was broken, it repaired it the game played but eventually breaks again.

playing without mods, the issue continues, once the Sim takes their dog for a walk, the pet and the sim cannot go back to their apartment or home. resetting the sims only allows them to go back to their lot but they stay outside and cannot go inside their home.
