Re: "The new content" windows keep appear
Do you have any other issues with options not saving ?
I'm not exactly sure in which file this info is stored but it's one of the files in your documents folder.

- Everything else in whole game is fine (maybe exepct the "Beloved" reward trait, which doesn't work)
Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming the files do it differently then instructions though
- Put back your files in mods, tray, saves, custom music, videos and screenhot first
- Start the game, You will see the the screen again (and many others). Go through them all
- Reset your options to what they were
- Restart the game and see if those welcome screens still occur.
