I did some more Tests:

I disconnected all usb devices and did another recording. That noise was still there.

I turned off the mixer, from which the Sound Comes into the Line-In. So there is no Sound Input. Only the natural noise of the Line-In. That noise I described was still there.

I muted the Line-In in OBS. The noise was gone.

Could it be that there is some interference on the Motherboard? Could it be the graphics Card creating that weird noise on the Line-in?

And I still haven't experienced something like this with any other game.

    Ok, did some more testing.

    I turned on vertical sync and that changes the Background noise: https://www.youtube.com/watch?v=w63C8S_yfoY

    I also noticed that the 60 fps Setting doesn't cap my fps: https://www.youtube.com/watch?v=LBk8gA4EKWg

    The 30 fps Setting, doesn't Change anything about the number in the bottom left Corner as well. What it does though is that my menues and the game itself gets jumpy. Like everything is moving up and down a Pixel really quick and I get a sickness Feeling by watching it. You don't see it on the recording though. It's only on my Monitor (60Hz) when I Play the game.

    @JonnyTieM Thanks for the update. Audio tech isn't my forte but I consulted with a friend who does some streams.

    He recommends totally disabling line-in and just using the mic slot for your mic. As you don't seem to use the headset mic you can just leave that disconnected and swap it back when you want to not stream. 

    It seems that line-in was getting interference from your hardware -likely your graphics card-  but using the mic port should prevent this from happening. 

    I hope I haven't mangled his advice and this helps helps. 

    On the FPS stuff, does turning on Vysnc should make the issues go away. I think with it off the number is showing potential frames, which will be high and varied, once Vsync is on it waits for the frames and you should get a more stable experience.

    Mic-in sadly didn't change anything. It was still the same.

    Turning on Vsync and lowering the Quality a Little bit fixed the Problem for me though. So I'm happy with the Situation now and for me the problem is solved.
