Thanks - I was able to figure out my issue.
I have an AMD graphics card and the AMD Radeon Software uses ctrl+shift+c as a keybind for itself, so it basically overrides the input into the sims. I was able to use ctrl+shift+windows key+c and get the cheat box to open (based on an earlier issue someone had with the cheat command after Eco Lifestyle came out). Once I saw that was the issue, I was able to remove the keybind and now it's working properly.
So if you have the AMD Radeon software installed, check your keybinds!
