Today I was playing Sims 4, and it worked for about half of the day. I leave for about 3 hours, reopen Sims, and press Ctrl Shift C, and it doesn't open! I have no custom content, all the updates, and I have Journey to Batuu, Cats and Dogs, Christmas, and Vampires. I tried looking it up for about an hour, but nothing seemed to work. I repaired the game, opened and closed about a million times, and I haven't ever gotten my cheat bar back!
You likely have an application running in the background that use the same key combination. Most likely a screen capture application. The solution is to change the key combination it uses or end it before starting the Sims 4. You can also try using the windows key in combination with the others.
