@TeraoXGuro As screen shots are taken by pressing c it's like the game doesn't recognize the ctl-shift for you and only does what c does.
Usually pressing also the Windows key solves that but since you tried that, I don't know what other suggestions could help.
I assume if you just press c you see get the same message for taking a screenshot ?

I know that this is an old thread but i’m having the same issue, it’s a new-ish save file? been playing for about two weeks or so just building lots and families. i’ve played with cheats for years and all of a sudden the menu won’t open, I did all of the recommendations including removing all my mods and now the game isn’t working at all, crashing every time i try to load into the last played household. i haven’t tried making a new save but like i said this one isn’t very old so i don’t get why i’m having these problems, any help would be greatly appreciated!
