replace household not working

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.48.94.1020
What expansions, game packs, and stuff packs do you have installed? Pets and Dogs.
Steps: How can we find the bug ourselves? No, you cannot.
What happens when the bug occurs? Well I can't replace an household it only says merging not allowed household too big. I
What do you expect to see? I should be able to replace household
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system?

    The max Sims you can have in one household is 8. Do you exceed that number when you merge them?

    @TardisGeekMC Replacing and merging are two different options. Make sure you are replacing. But be sure you don’t want any of the original sims because they will be lost. If you want to keep some and replace others then you can delete the Sims you want to replace and then merge the new ones.
