Restaurant download saved as residential

What expansions, game packs, and stuff packs do you have installed? Almost all of them.
Steps: How can we find the bug ourselves? Go to lot that has the Blues Nightclub on it. Edit the lot and bulldoze it. Change the lot to restaurant and build something on it. Download the lot to your library. It will save it as a residential instead of a restaurant.
What happens when the bug occurs? It downloads the lot to my library as a residential lot instead of restaurant.
What do you expect to see? See above.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I went into the world that has the Blues Nightclub in it. I bulldozed the lot and changed it to a restaurant. I built a restaurant and then downloaded the lot to my library. I bulldozed the lot again to rebuild and when I went back to my library to add the restaurant back onto the lot, I find the download saved as a residence.
I resaved/re-downloaded multiple times to make sure I wasn't saving it wrong and it still saves all my restaurants as a residence.
Any way to fix this glitch?
As a side note, the game will not let my sim purchase that lot unless it is a restaurant. I tried to buy it when it was listed as a cafe or generic and it says the lot is already owned. Even if the lot is bulldozed and empty.
