Retail and Vet Clinic tab broken in game

I've been having an issue with buying and running retail lots/vet clinics from Get To Work in my game recently. I've disabled mods, cc and script mods, and even emptied my mods folder entirely. I've tried backing up and then deleting my entire sims 4 folder via the Electronic Arts path and starting up a brand new game, and no matter what, the retail tab still shows up as a greyed out flying llama icon and the text "wwwwwwwwwww" for the page to buy a lot. If I buy a retail lot via other means, the tab then changes to the tab for owning a business, but the business perks and funds both say 999,999, you can't open or run the store from that tab, and none of the buttons work or do anything. I'm especially concerned about this given the upcoming businesses and hobbies pack, which I assume will build on the existing retail system.

Anyone have any ideas on what I could do about this? Any and all help is much appreciated, as it seems pretty much impossible to get in touch with EA about this. Thanks in advance!
