rocket won't finish building

I keep trying to build a rocket but the game doesn't let me get past the initial build phase. Once the foundation is finished, the green update circle doesn't even pop up to acknowledge that the rocket is being built. I've left my sim building it for hours and get no progress whatsover. I am trying to build on a residential lot (the second one i've tried) and I've even gotten rid of my mods several times hoping it would help but it never does. I have this issue in the san myshuno, I haven't tried any other worlds since I've come across the issue here.
