[S] Flowers missing from scent option

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? all
Steps: How can we find the bug ourselves? take a sim with level 10 flower arranging skill and create an arrangement. Once finished, choose the scent option and you can see the list of flowers that your sim has in their inventory.
What happens when the bug occurs? despite having all flowers in my sims inventory(except lily or death flower), certain flowers are missing for the option to scent an arrangement. specifically : orchids, Christmas rose, bird of paradise and begonias. (unsure about lilys or death flowers)
What do you expect to see? every flower that my sim has in her inventory should show up in the scent options, with a level 10 flower arranging sim.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

Basically, when i choose to scent my arrangement, some flowers that are suppose to be options are not listed. It's just an incredibly long list of the same flowers over and over again. i have taken out all cc and the problem still remains. I took some screenshots but the list was so long i couldn't show the whole thing. the list is long but like i said they are just flowers repeating.
