Scout Uniforms Replaced by Girl's Clothes

I want to bring to your attention a bug that either slipped by or is deliberate as some sort of social commentary.

All boys in the scouts only wear the uniform once or twice. Upon visiting a lot with a boy in the scouts they are in girls' clothing.

I would really like some idea as to why this is happening but I'm sure there will never be a fix for this like there hasn't been for musical chairs but know this is the reason why people are giving up on this game.
