Screen Glitches

Anytime a notification or secondary window opens on my screen when playing the Sims the entire screen glitches. I am unable to do anything as it does not fix itself I end up needing to force close the game.

I am on a windows pc with Windows 11.

I did completely uninstall everything and reinstall it multiple times. 

I put a lot of money into this game and it has become unplayable because of this.
