Scroll wheel won't let me change camera angle.

What expansions, game packs, and stuff packs do you have installed? All of them.
Steps: How can we find the bug ourselves? Go into live mode and try to use your scroll wheel to move around.
What happens when the bug occurs? My scroll wheel will not let me change the camera angle.
What do you expect to see? I expect to see my camera angle change.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
